To find someone released from the Kentucky Department of Corrections, use state offender records rather than the Madison County current-jail roster. Kentucky DOC custody can involve a state institution or a contract county-jail bed, and placement can change. A Madison County conviction does not identify one prison. KOOL shows the public status and location, while Daily Releases documents completed state release events. Parole, mandatory reentry supervision, probation, and full discharge also have different meanings. The correct Kentucky DOC release search follows the DOC number, compares exact status fields, and confirms an estimated date with an actual release record.

Confirm Madison Jail Release

The county describes its online tool as a search for current inmates. It is useful at the start of a check, but it is not a released-person archive. No official 24-hour or 72-hour post-release display window was verified. A missing name means only that the current portal does not show the person. It does not identify the reason.

  1. Search the current portal with the person's full name and compare identity details.
  2. Call MCDC at (859) 624-4710 and ask whether the identified booking ended, on what date, and whether the event was release or transfer.
  3. Use Kentucky VINE at 1-800-511-1670 or VINELink. The state says the phone service gives a release date when the person is no longer confined.
  4. Request the signed release form when the destination or legal authority remains unclear.
  5. Continue with KOOL, BOP, USMS, or ICE if the receiving authority names one of those systems.

District Court may hold the early felony trail, while Circuit Court may hold the later felony disposition. The Madison County open-records page lists an online form and fcopenrecords@madisoncountyky.gov. Because that route covers Fiscal Court divisions generally, call the detention center first to confirm the proper jail custodian. A request should identify the person, date of birth, booking number if known, and approximate booking dates. Ask for the release form or entry, date and time, purpose, authority, and receiving agency or body receipt if transferred.

Kentucky law permits a sufficiently specific written request and does not let an agency insist on only its own form. The county publishes ten cents per page for standard noncommercial paper copies. Media, mechanical reproduction, postage, and prepayment may apply. Ask for existing electronic records in native form and for nonexempt portions if part is withheld.


Madison Detention Center Role

Jailer Larry Brock operates Madison County Detention Center as the verified adult county jail in scope. The county reports an average daily population above 500 and says MCDC houses county, state, and federal inmates. It also identifies home incarceration and work release among its functions. The population figure is a facility snapshot description. It cannot be turned into an annual release count, average stay, or daily turnover estimate.

A person physically held at MCDC is not always a county-only detainee. The responsible agency may be Madison County, KDOC, or a federal authority. Start with the booking and release paperwork, then follow the legal custodian. This prevents a state or federal transfer from being mislabeled as a return home.


How MCDC Processes Release

The MCDC policy manual requires staff to establish legal authority and positively identify the person. Staff check the file for detainers, holders, and warrants before completing the event. The policy calls for release within 24 hours after receipt of appropriate documentation and says processing should occur as soon as possible once records clear. It does not publish a fixed morning, evening, weekend, or holiday release schedule.

The person moves to the booking and releasing area, returns jail-issued items, changes into street clothes, and receives inventoried personal property. A signature documents property return. These steps create useful record points when a release time or destination is disputed. They also show why a court order time and the physical exit time may differ.

A valid order starts the process. Identity, warrant, detainer, property, and paperwork checks still must clear before the jail completes release or transfer.


Madison Release File Retention

MCDC policy says active inmate records are retained for five years after release, stored securely, and purged each year under the policy. Relevant documents are entered or scanned into Jail Tracker. The file can include commitment and release documents, court orders, property receipts, booking identifiers, charge details, arresting agency, and the agency responsible for the stay.

Five-year agency retention does not mean five years of online access. Madison's public portal is current-only. This web-versus-file divide is why a person can vanish from a search while a dated release form remains requestable. Ask for a named booking and existing documents rather than asking staff to create a new recent-release list.


MCDC Property After Release

The policy's property inventory and signature establish what was returned at release. Commissary balances follow separate administrative rules, including weekday office handling and stated mailing provisions. A person seeking a balance after leaving should contact the Administrative Office during published business hours. The release record itself should not be assumed to prove that every later financial step was completed.

For a transfer, personal property may follow the receiving authority's procedure. Ask both agencies when the MCDC property receipt and the receiving record appear inconsistent. The signed release form identifies the handoff, while the inventory helps trace items handled at the county jail.


Madison Custody System Boundaries

Kentucky VINE covers local jails and adult state correctional facilities, but it does not replace the federal and immigration locators. KOOL is for Kentucky state offenders, not every county bond release. KDOC Releases Serving Madison

No single Kentucky prison exclusively serves Madison County convictions. The Kentucky Department of Corrections assigns people across institutions and qualified county-jail beds according to its own placement decisions. A person convicted in Madison may be housed elsewhere, while a state prisoner physically in Madison County Detention Center remains under a state sentence. County of conviction, place of confinement, and county of supervision answer different questions.

A state offender can leave incarceration by discharge at minimum expiration, parole, mandatory reentry supervision, shock probation, another authorized status, or transfer. Parole is supervised release before sentence expiration. Mandatory reentry supervision is a statutory supervised status for certain eligible people near projected completion. Discharge generally marks the end described by the record. None should be reduced to the word released without preserving the exact type.

Search Madison State Releases

The Kentucky Online Offender Lookup, known as KOOL, searches statewide KDOC records. Search filters include name and aliases, offender type, DOC or PID, supervision status, location type, county of supervision, offense, KRS citation, conviction county, escape or abscond dates, and Projected Release Date From/To. A result can show the offender's name, current location, PID and DOC identifiers, and offense counts.

  1. Search by DOC or PID when known. Otherwise use a full name and compare aliases.
  2. Open the full record and verify identifiers, status, location, and conviction facts.
  3. Read each sentence and parole field by its exact label. Do not treat eligibility as release.
  4. Check KDOC Daily Releases for the date when an actual event must be confirmed.
  5. Request the movement or discharge record if KOOL and the daily PDF do not resolve the sequence.

KOOL warns that its information is a public-service snapshot and should be verified. A current location may be a prison, a county bed, or a supervision office. The Madison County release search supplies the separate path for county-only bookings and court orders.


KDOC Release Date Fields

Kentucky records expose several dates that answer different questions. Expected Time To Serve is a calculation field. Minimum Expiration of Sentence Date (Good Time Release Date) reflects a sentence computation. Parole Eligibility Date marks when parole consideration may arise. Maximum Expiration of Sentence Date is another sentence endpoint. A parole table can add Proposed Release Date. KOOL's search form also uses Projected Release Date From/To.

A projected, minimum, eligibility, maximum, or proposed date is not proof that the person physically left custody on that date.

Credits, forfeiture, new or aggregated sentences, jail-credit corrections, treatment status, detainers, Parole Board action, and appellate changes can move the path. Kentucky law does not impose one simple release fraction on all prisoners. The rule for a person defined by statute as a violent offender depends on the offense and effective date. Actual confirmation comes from the dated Daily Releases entry or an agency movement record.


Read KDOC Daily Releases

The date-indexed Daily Releases PDFs are affirmative event records for state offenders. Their verified fields include DOC number, last and first names, middle name, type of release, released from, and highest felony class. Observed release types include Discharged, Minimum Expiration; Shock Probation Began, In State; and Mandatory Reentry Supervision, In State. Older records can show conditional discharge or discharge with a detainer.

Daily Releases can include qualified state inmates leaving county beds, but they do not cover every county booking, bond-out, or dismissal. Search the relevant date and match the DOC number, not just a common name. The Released From field identifies the institution or county bed tied to that state event. If a record says detainer, the person may have moved to another custodian rather than to the community.


KDOC Records and Contact

The KDOC open-records office accepts written requests at correctionsopenrecords@ky.gov. Include a mailing address. For offender records, mail Kentucky Department of Corrections, Division of Public Affairs, Attn: Open Records Coordinator, P.O. Box 2400, Frankfort, KY 40602, or fax (502) 564-9575.

Identify the offender by full name plus date of birth, DOC number, or PID. Ask for the movement, release, or discharge record; final date and type; authority; destination or detainer information if recorded; and relevant supervision status. KDOC says it responds within five business days under KRS 197.025. That is a response period, not a promise that a large stored file will be delivered at once.

Payment may be required before release. Security, medical, privacy, and other lawful limits can cause redaction. Ask for segregable nonexempt portions and the legal basis for any withheld part.


Madison Supervision After KDOC

A person released to community supervision may appear in KOOL with a Supervision Begin Date, Supervision End Date, supervising office, and a status such as Parole, Probation (Regular), Probation (Shock), or Mandatory Reentry Supervision. District 8's Madison office provides a local verification route. The office is not a jail, and a person assigned there is ordinarily outside incarceration unless a later custody event appears.

KOOL may also show parole Hearing Date, Hearing Action, Months Deferred, Next Parole Eligibility Date, and Proposed Release Date. A grant or recommendation does not itself prove physical release. Conditions, detainers, sentencing changes, or rescission may intervene. Confirm the final event in Daily Releases and then use the Probation & Parole path for the active supervision term.

County Jail or KDOC

Madison County Detention Center's current portal is not the right archive for a completed state sentence. KOOL and Daily Releases are not the right proof for every county-only bond release. When the Madison jail form lists KDOC as receiving authority, the county event was a transfer into state custody. Follow the DOC number from that point.

Conversely, a KDOC release from a county bed remains a state event and can appear in Daily Releases. The controlling agency matters more than the building. If records conflict, compare booking number, DOC number, dates, release type, and destination. Request both agencies' records when the handoff itself is the issue.
