Madison Release Mugshot Records
A booking photograph is created during intake and belongs to that booking record. It does not become a release photo when the person leaves. The image records appearance at booking, while the signed MCDC release form records the date, time, and purpose of leaving. A photo alone cannot establish release, guilt, dismissal, transfer, or supervision.
Kentucky's Open Records Act provides a route to seek existing agency records, subject to exemptions and redaction. Disclosure is not automatic in every case. Juvenile, sealed, expunged, medical, security, and protected investigative material can require different treatment. Ask for the exact booking image and segregable nonexempt portions rather than assuming every photograph must be produced.

VINE is useful for custody and release notification, but no verified Kentucky VINE photo field was established for this purpose. Do not treat it as a booking-photo archive.
The channel choice follows custody type. A county-only arrest points first to MCDC. A Kentucky felony sentence may produce a KOOL institutional image and a KDOC record request. A federal locator result may confirm custody status but does not supply Madison's county booking photograph. - Identify the full legal name, aliases, date of birth, booking number if known, and approximate booking dates.
- Request the booking photograph for that exact MCDC booking as the existing electronic image in native format.
- Also request the release form so the photo can be tied to the right custody event and release date.
- Ask for segregable nonexempt portions and a statutory citation for any withheld or redacted part.
- Keep the response, source, booking date, and image metadata together.
The county posts ten cents per standard noncommercial paper page, but that is not a verified per-image fee. Kentucky's general response period is five business days, a response deadline rather than a promise of immediate production.
KRS 61.872 permits a specific written request and prevents an agency from insisting only on its own special form. The Attorney General's standard request form is another valid route. If part of the file is exempt, request the remaining separable portions. A booking photo may be redacted or withheld when a specific law applies, so the request should not promise a result before the custodian reviews the record.

Commercial arrest archives can preserve a Madison image after it leaves the official portal. They are discovery leads only. A page may be stale, misidentified, or missing the later court result. Local outlets such as WKYT, the Richmond Register, and the Lexington Herald-Leader sometimes publish incident photographs. Their coverage is selective, not a complete booking or release archive. Confirm what an image depicts before calling it a booking photo.

Madison Mugshots and Removal Law
KRS 61.8746 is narrow. It bars a commercial practice in which an agency-sourced booking or inmate photograph is published and payment or other consideration is demanded for removal. It is not a general publication ban and does not guarantee removal after dismissal or expungement.
Ordinary disclosure questions still depend on the Open Records Act and any exemption. A subject may seek the relief described in the statute, but the law should not be presented as an automatic takedown system.
KRS 61.8746 applies to an image originally obtained from a public agency and a publisher that demands value for removal. It does not make every online copy official, accurate, or current. Keep a copy of any request, agency response, and source page. When an official record changes, contact the holder of each separate copy through a lawful process rather than assuming one correction will propagate everywhere.

Madison Released-Photo Policy
Madison County's observable publication stance is current-only. No official released-person photo archive and no 24-hour or 72-hour mugshot feed was identified. Once the live record disappears, the official paths are a focused MCDC request or, for a state offender, KOOL.
The KOOL FAQ says most, but not all, state records have photos; a camera icon marks results with one. Images are updated at least annually or after a major appearance change, and a new intake photo can take days to appear. This is a KDOC institutional photo, not necessarily Madison's booking image.
Open the matched KOOL name to inspect the full record and image. Match PID or DOC identifiers, aliases, current location, and status before accepting it. A state image can remain visible after a county jail event because KOOL follows the state offender record, not Madison's current roster. When the person was never a KDOC offender, KOOL is not a substitute for the MCDC image.
Madison Expungement Photo Effects
An eligible felony expungement is filed in the original case and court of conviction. Under KRS 431.073, the wait runs from the later of sentence completion or successful probation or parole completion. Eligibility remains offense-specific. If an official image seems attached to the wrong person or booking, contact the agency that holds the source record and identify the precise mismatch. The detention center can address its booking material; KDOC controls KOOL; the court controls its case file. A correction by one source does not automatically revise a separate news or outside archive. Keep each request and response so the source history remains clear.
