Check District 8 Supervision

To find someone released to Kentucky DOC District 8 Probation and Parole, begin with the person's public KOOL status and then use the Richmond office for an unclear recent change. District 8 is a community-supervision office, not a Madison County jail. Its records may describe parole, probation, shock probation, diversion, or mandatory reentry supervision. Each status has its own legal basis and dates. A supervision listing usually means the person is outside incarceration, but an absconder flag, warrant, or later booking can change the picture. Verify the exact Madison County supervision type without seeking private reporting details.

Confirm Madison Jail Release

The county describes its online tool as a search for current inmates. It is useful at the start of a check, but it is not a released-person archive. No official 24-hour or 72-hour post-release display window was verified. A missing name means only that the current portal does not show the person. It does not identify the reason.

  1. Search the current portal with the person's full name and compare identity details.
  2. Call MCDC at (859) 624-4710 and ask whether the identified booking ended, on what date, and whether the event was release or transfer.
  3. Use Kentucky VINE at 1-800-511-1670 or VINELink. The state says the phone service gives a release date when the person is no longer confined.
  4. Request the signed release form when the destination or legal authority remains unclear.
  5. Continue with KOOL, BOP, USMS, or ICE if the receiving authority names one of those systems.

The full Madison County released-inmate search also explains how court files and agency records fit together. District Court may hold the early felony trail, while Circuit Court may hold the later felony disposition. Court records help identify the order, but the jail form documents how MCDC carried it out.

MCDC Release Records Contact

Direct a jail-release request to MCDC or its designated records custodian. Madison County's elected jailer operates the detention center. The Sheriff is a separate office, even though the Sheriff's website links to the jail lookup. Sending a jail release request to the Sheriff can delay routing.

Madison County Detention Center
107 W Irvine Street
Richmond, KY 40475
Phone: (859) 624-4710
Administrative hours: Monday through Friday, 8:00 a.m. to 4:00 p.m.

The Madison County open-records page lists an online form and fcopenrecords@madisoncountyky.gov. Because that route covers Fiscal Court divisions generally, call the detention center first to confirm the proper jail custodian. A request should identify the person, date of birth, booking number if known, and approximate booking dates. Ask for the release form or entry, date and time, purpose, authority, and receiving agency or body receipt if transferred.

Kentucky law permits a sufficiently specific written request and does not let an agency insist on only its own form. The county publishes ten cents per page for standard noncommercial paper copies. Media, mechanical reproduction, postage, and prepayment may apply. Ask for existing electronic records in native form and for nonexempt portions if part is withheld.

Madison Detention Center Role

Jailer Larry Brock operates Madison County Detention Center as the verified adult county jail in scope. The county reports an average daily population above 500 and says MCDC houses county, state, and federal inmates. It also identifies home incarceration and work release among its functions. The population figure is a facility snapshot description. It cannot be turned into an annual release count, average stay, or daily turnover estimate.

A person physically held at MCDC is not always a county-only detainee. The responsible agency may be Madison County, KDOC, or a federal authority. Start with the booking and release paperwork, then follow the legal custodian. This prevents a state or federal transfer from being mislabeled as a return home.

How MCDC Processes Release

The MCDC policy manual requires staff to establish legal authority and positively identify the person. Staff check the file for detainers, holders, and warrants before completing the event. The policy calls for release within 24 hours after receipt of appropriate documentation and says processing should occur as soon as possible once records clear. It does not publish a fixed morning, evening, weekend, or holiday release schedule.

The person moves to the booking and releasing area, returns jail-issued items, changes into street clothes, and receives inventoried personal property. A signature documents property return. These steps create useful record points when a release time or destination is disputed. They also show why a court order time and the physical exit time may differ.

A valid order starts the process. Identity, warrant, detainer, property, and paperwork checks still must clear before the jail completes release or transfer.

Madison Release File Retention

MCDC policy says active inmate records are retained for five years after release, stored securely, and purged each year under the policy. Relevant documents are entered or scanned into Jail Tracker. The file can include commitment and release documents, court orders, property receipts, booking identifiers, charge details, arresting agency, and the agency responsible for the stay.

Five-year agency retention does not mean five years of online access. Madison's public portal is current-only. This web-versus-file divide is why a person can vanish from a search while a dated release form remains requestable. Ask for a named booking and existing documents rather than asking staff to create a new recent-release list.

MCDC Property After Release

The policy's property inventory and signature establish what was returned at release. Commissary balances follow separate administrative rules, including weekday office handling and stated mailing provisions. A person seeking a balance after leaving should contact the Administrative Office during published business hours. The release record itself should not be assumed to prove that every later financial step was completed.

For a transfer, personal property may follow the receiving authority's procedure. Ask both agencies when the MCDC property receipt and the receiving record appear inconsistent. The signed release form identifies the handoff, while the inventory helps trace items handled at the county jail.

Madison Custody System Boundaries

Kentucky VINE covers local jails and adult state correctional facilities, but it does not replace the federal and immigration locators. KOOL is for Kentucky state offenders, not every county bond release. BOP's locator serves federal sentenced custody, while USMS manages many federal pretrial and transport prisoners without an equivalent historical public locator. ICE uses its own detainee search.

Release
The identified custody ends under legal authority.
Transfer
One custodian hands the person to another authority.
Detainer
Another agency asks that a person be held or delivered.
Discharge
A sentence or supervision term ends, depending on the record context.

Use the exact term shown in the source. The distinction determines whether the next check belongs with MCDC, KDOC, a court, BOP, USMS, or ICE.

District 8 Is Supervision

The Kentucky DOC District 8 Madison office serves people under community supervision. It does not hold inmates and does not issue a jail release form. A person listed at this location in KOOL generally has a state or court supervision relationship. The exact status matters because parole, probation, shock probation, and mandatory reentry supervision do not arise in the same way.

Parole permits supervised release from a prison sentence before its full expiration. Probation is ordered by a court, often instead of imprisonment. Shock probation follows a court decision after a short period of confinement. Mandatory reentry supervision is treated as parole under Kentucky law for eligible people released near projected completion. Diversion can also place a case on a court-controlled path outside ordinary incarceration.

Verify Madison Supervision Status

Use the KOOL offender search for the public record. Its filters include name, DOC or PID, supervision status, county of supervision, and location. A full record can show Supervision Begin Date, Supervision End Date, supervising office, and a status label. Compare date of birth, identifiers, aliases, and offense details before relying on a match.

  1. Search KOOL by DOC or PID when possible.
  2. Open the individual record and note the exact status, location, and supervision dates.
  3. Check parole information separately from the supervision table.
  4. Call District 8 when the public record is ambiguous or appears to have just changed.
  5. Use the Madison court file when probation or diversion comes from a local order.

The office can route a status question, but confidential reporting schedules, home addresses, and private case-management information are not public lookup material. Ask whether a public status is current and which agency record controls. The broader Madison County release record path can establish how the preceding jail stay ended.

District 8 Richmond Contact

Madison County has a concrete local office rather than only a statewide phone line. The official district page says District 8 covers Bath, Breathitt, Clark, Estill, Lee, Madison, Menifee, Montgomery, Owsley, Powell, Rowan, and Wolfe counties. It also identifies a class-D officer relationship with Madison County Detention Center, which gives local users a direct verification fallback after KOOL.

Fax: (859) 623-9913

KDOC's central Division of Probation and Parole can be reached at (502) 782-2277, but District 8 is the local Madison route. The office is not the custodian for every jail, court, prison, or Parole Board record. Direct a county release-form request to MCDC, a court-order request to the clerk, and a detailed state offender request to KDOC open records.

KOOL Supervision Record Fields

KOOL may display a public status such as Parole, Probation (Regular), Probation (Shock), or Mandatory Reentry Supervision. The supervising office and begin and end dates frame the public term. The record can also include a separate Parole Information table with Hearing Date, Hearing Action, Months Deferred, Next Parole Eligibility Date, and Proposed Release Date.

Those parole fields do not all prove release. Eligibility is a chance for consideration, and a proposed date remains conditional. A grant or recommendation can be followed by conditions, a detainer, rescission, or another legal change. For a completed prison exit, compare KOOL with the date-indexed KDOC Daily Releases record. For probation, compare the supervision entry with the controlling Madison court order.

A District 8 location indicates supervision, not confinement at the Richmond office.

Madison Absconder Status Checks

KOOL includes supervision-status and escape or abscond-date filters. No separate Madison County probation or parole absconder list was verified. An absconder is a person reported as no longer maintaining required contact with supervision. The marker does not by itself prove the person has been arrested, jailed, or convicted of a new offense.

Confirm a public ABSCONDED status with District 8 and check for a later Madison jail or court event when relevant. Do not infer current custody from the flag alone. Kentucky VINE can help with a new local or state custody event, while KOOL may show a changed state status. Different systems update on different schedules, so preserve the date and source of each check.

Supervision End and Discharge

A Supervision End Date is part of the public term, but it should not be treated as proof that all obligations ended early or exactly as projected. A court may discharge probation, KDOC may record completion of a supervision term, or later action may alter status. Request the relevant final order or KDOC record when the precise end matters.

Parole does not erase the underlying sentence while supervision is active. Probation likewise does not mean charges were dismissed. When supervision ends, use the exact agency term, such as discharge, completion, or court order. The Madison Probation & Parole content page covers Parole Board schedules, hearings, conditions, and local recovery routing in greater depth.

Discharge
The formal end recorded for a sentence or supervision term.
Serve-out
A Parole Board result directing service to sentence completion rather than parole.
Deferment
A decision postponing parole reconsideration for a stated period.
Detainer
Another authority's request that can affect release or transfer.

Records Beyond District 8

KDOC accepts written open-records requests at correctionsopenrecords@ky.gov when a detailed movement, release, discharge, or supervision record is needed. Include a mailing address, full name, and date of birth or offender identifier. The records office mailing address is P.O. Box 2400, Frankfort, KY 40602, and the fax is (502) 564-9575.

Madison District and Circuit Court can hold different stages of the same felony path. District handles arraignment and probable cause, while Circuit handles felony adjudication. A probation order may therefore be found with the court that entered it. Match the case number and person carefully, and distinguish an early District Court trail from the later Circuit Court case.
