Madison County VINE Coverage

VINE means Victim Information and Notification Everyday. The Kentucky Attorney General's VINE page describes a statewide automated service for local jails and adult correctional facilities. That scope includes Madison County Detention Center custody and Kentucky Department of Corrections institutions. Access is available through VINELink or the automated telephone service.

Coverage follows the custody agency, not the county label alone. A person housed at MCDC on a county case may appear through the local-jail feed. A Kentucky state offender may appear under the state facility or supervision record after transfer. Federal BOP, U.S. Marshals, and ICE custody are not covered in the same way. If the Madison release form names one of those agencies as the receiver, continue with that agency instead of treating the local VINE change as community release.

Search Madison VINELink Records

Use VINELink for one known person, not as a Madison release roster. Identity matching matters because a name alone can point to the wrong person. Call 1-800-511-1670 from a touch-tone telephone or open VINELink and choose Kentucky. Search fields can change in the live interface, so use only the labels shown there.

1. Select Kentucky before entering the person's details.
2. Search with the name or identifier fields the service provides.
3. Compare the full identity, spelling, facility, and identifier. Do not choose a result on name alone.
4. Open the matched record and distinguish confinement, transfer, and reported release.
5. If the response is absent or unclear, check MCDC, KOOL, Daily Releases, or the receiving agency.

Madison VINELink Release Fields

The Attorney General says the telephone lookup gives the facility address and telephone when the person is confined. If the person is no longer confined, it gives the date released. That date is strong evidence that VINE received a release event, but it may not state every detail found on Madison's internal form.

A released person normally drops from Madison's current-only jail roster. VINE can provide a reported release date, while the signed jail form records Madison's date, time, purpose, and receiving authority for a transfer. For state offenders, KOOL and KDOC Daily Releases add the state status and type.

Important: A VINE release response does not rule out transfer, a second hold, or custody in a system outside Kentucky VINE.

Register Madison Release Notifications

Telephone registration supports up to two phone numbers for a matched person. The registrant creates a personal four-digit PIN. When the automated call arrives, entering that PIN acknowledges the notice and stops repeat calls. Registration is anonymous, and the incarcerated person is not told who registered.

1. Locate and positively match the person in Kentucky VINE.
2. Choose the notification option offered for that record.
3. Register up to two telephone numbers.
4. Create and retain the four-digit acknowledgment PIN.
5. Enter the PIN when called so the system records acknowledgment.

Electronic options shown on the live web interface may differ from the phone process. Do not assume an email or text alert uses the same PIN steps unless the current screen says so. The phone rules come from Kentucky-specific instructions.

Madison VINE Alert Timing

Kentucky's alert timing changes with the custody layer. For a local-jail release, telephone calls repeat every 30 minutes for up to 24 hours or until the PIN is entered. For a planned state-institution release, a call is attempted 72 hours before the event. Those windows should not be blended into one promise.

Some state events cannot be announced in advance. Parole, immediate time-credit changes, court-ordered discharge, and escape may trigger notification only after the event occurs. This matters in Madison because MCDC holds county detainees as well as some state and federal prisoners. The building does not identify which rule or agency applies.

No separate Madison SAVIN service was found. Kentucky VINE is the verified notification layer applicable locally. A person relying on an alert should keep the PIN available and continue checking the originating agency.

Confirm Madison VINELink Releases

VINE is a notification and reported-custody system. It is not the complete agency file. Misspelling, delayed data, transfer, an unmatched identifier, or another jurisdiction can cause an unclear result. A no-result is not proof of release. Likewise, a current jail roster is not the right historical source after someone leaves custody.

For a Madison county booking, call MCDC with the full name, birth date, and booking number if known. Ask whether the booking ended and whether the event was community release or transfer. Then request the signed release form for the date, time, purpose, and receiving authority. For a state offender, search KOOL and match the DOC number in KDOC Daily Releases. Federal and immigration transfers require their own locators or court records.

A court order can explain why release was authorized, yet the jail record shows when the person physically left after identity and detainer checks. Combining those sources gives a fuller answer. Madison VINE Custody Paths

A Madison County detention change can lead to several places. Community release may follow bond, dismissal, time served, probation, or another court order. Transfer can send a person to KDOC, another jail, BOP or USMS custody, or ICE. VINE's reported date helps mark the end of one custody entry, but the destination determines which system should be checked next.

For a state transfer, search KOOL with the DOC or PID number and review status, current location, sentence dates, and supervision fields. Then use KDOC Daily Releases only when an actual state release is expected. The statewide archive includes state offenders released from some county beds, but it is not a list of every Madison bond-out. A federal transfer calls for the BOP locator or federal court and USMS records. An immigration transfer calls for ICE's locator and agency confirmation.

The signed MCDC release form resolves this distinction most directly. It records the purpose and, for a transfer, the receiving authority and an authorized body receipt. Ask for that existing form rather than asking staff to infer a destination from a missing roster entry. Madison jail files remain materially more useful than the current-only public portal after the person leaves.

Match Madison VINE Identities

Common names and spelling differences create risk. Start with the full legal name, aliases, birth date, booking number, and DOC or PID number when available. Compare the facility with the known case. A Madison conviction can be housed outside Madison, and a person at MCDC can be held for another county or government.

Do not force a match by adding guesses. Return to the court file, booking record, or current portal for a reliable identifier. Kentucky's KOOL guidance also favors a broad first search because too many criteria can suppress a valid result. Once an identifier is known, use it across VINE, KOOL, Daily Releases, and records requests so each record refers to the same person.

If VINE reports confinement, the phone service provides the facility address and telephone. Call that facility for the proper public-record route. If it reports release, note the date and then obtain the release authority and destination from the jail or state record. Identity and event type are separate questions. Both must be resolved.

Madison State Victim Notification

KDOC's Office of Victim Services offers a written notification-request channel apart from the general VINELink lookup. The research identifies its mailing address as P.O. Box 2400, Frankfort, KY 40602. A request includes the inmate name or identifier and the requester's contact information. This route applies to KDOC matters, not every county booking.

The distinction matters because an automated VINELink registration and an agency notification request are separate records and processes. Use the option suited to the custody layer and event. Neither should be treated as a complete safety plan or a promise that a planned release date will remain fixed.

Keep registration data current and respond to phone calls with the selected PIN. If the alert is missed or the result changes, go back to the custody agency. The originating record remains the best source for the event, and the court file remains the best source for the legal authority.
